The Academic Medical Organization of Southwestern Ontario (AMOSO)
AMOSO is the local Governing body for the London AHSC AFP contract (established through a Governance Agreement). It is an unincorporated association with representation from the Clinical Teachers Association(CTA), LHSC, SJHC and UWO. The CTA website, accessible by all CTA members contains further AFP documentation.
AMOSO is responsible for the implementation and management of the AHSC AFP Agreement that includes funding distribution and OHIP conversion. AMOSO also flows through the dollars and reporting of additional Specialty Review Funding provided by the MOHLTC.
Academic Health Sciences Centre (AHSC) Alternate Funding Plan (AFP)
The AHSC AFP is a more comprehensive way of compensating Academic Physicians at Academic Health Science Centres. It allows Academic Physicians to be remunerated for all their activities: Clinical, Academic and related Administration by capturing Clinical and non-Clinical activities that an Academic Physician delivers.
The MOHLTC and Ontario Medical Association (OMA) through their contract negotiations have supported the establishment of the faculty-wide AHSC Alternate Funding Plans. This site includes local contact details and periodic newsletters.
AHSC AFP Contract
MOHLTC AFP contracts were to proceed in phases. Currently SJHC, LHSC, UWO and the CTA are Parties to the London Phase 3 AFP Agreement which came into effect April 1, 2008.
The AHSC AFP is not a comprehensive AFP Agreement where all funding sources are merged, including relevant OHIP dollars, but rather provides additional funding in recognition of current clinical and academic deliverables. All eligible Academic Physicians are offered the one time opportunity to join the AHSC AFP and sign a consent form. The current Agreement is anticipated to cover the period of April 1, 2007 to April 1, 2012.
Purpose of the AHSC AFP Contract
The Phase 1 AFP provided some additional funding for Academic Physician deliverables and the opportunity to establish some of the infrastructure required to move into a faculty-wide comprehensive AFP.
The Phase 3 AFP provides further funding and increased accountabilities for all parties. All AHSC AFP funding is directed to Physician Governance Groups called "AFP Practice Plans".
OHIP Conversion
Physicians who join the AHSC AFP are required by the MOHLTC to participate in OHIP Conversion. Effective from service dates of July 1, 2008, OHIP conversion in London results in 60% of the Physician's in-scope Professional billings being redirected via the MOHLTC to the local AFP Governing Body (AMOSO). This 60% is being returned to the physician's billing group(s) within the same billing cycle.
