The Human Resource Planning process is intended to provide departments with the opportunity to assess staffing needs related to the department's clinical and academic deliverables and to create Departmental 5-year Human Resource Plans. This is an ongoing process as each year the departments are asked to update their plans incorporating the fifth year.
The Professional Staff HR Planning process is based on the following important principles that ensure there is a consistent and fair approach, city-wide, across all departments:
City-wide Professional Staff HR Plans are based on clearly defined academic and clinical deliverables based on the vision, strategic direction and priorities of the London hospitals and the Schulich School of Medicine & Dentistry;
The primary accountability for the completion of city-wide departmental Professional Staff HR plans rests with the Department Chair/Chief; and
Professional Staff HR planning is conducted in partnership with the appropriate university, hospital, research, administrative and clinical representatives.
Professional Staff Position Approval Process
This process requires Department Chair/Chiefs to annually identify all new and replacement positions for the next 3 years. The basis for identifying new and replacement positions is the 5-year Professional Staff HR Plan.
The Professional Staff Position Approval process is based on the following principles:
The process enables departments to recruit to appropriately resourced positions;
The process links with the annual operating plan process of the London hospitals and the budget planning process of the Schulich School of Medicine & Dentistry;
All positions contributing to the academic and clinical deliverables of a department are subject to the city-wide position approval process;
Positions vacant for more than two years (with no firm offer in process) need to be resubmitted for review/approval; and,
Ad-hoc (mid term) position approvals will be considered in instances where planning was not possible (i.e., death or resignation of an incumbent or existence of an unforeseen opportunity).
